國(guó)家主席習(xí)近平發(fā)來(lái)賀信，習(xí)近平在賀信中指出，當(dāng)前，以信息技術(shù)為代表的新一輪科技和產(chǎn)業(yè)革命正在萌發(fā)，為經(jīng)濟(jì)社會(huì)發(fā)展注入了強(qiáng)勁動(dòng)力，同時(shí)，互聯(lián)網(wǎng)發(fā)展也給世界各國(guó)主權(quán)、安全、發(fā)展利益帶來(lái)許多新的挑戰(zhàn)。全球互聯(lián)網(wǎng)治理體系變革進(jìn)入關(guān)鍵時(shí)期，構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體日益成為國(guó)際社會(huì)的廣泛共識(shí)。我們倡導(dǎo)“四項(xiàng)原則”、“五點(diǎn)主張”，就是希望與國(guó)際社會(huì)一道，尊重網(wǎng)絡(luò)主權(quán)，發(fā)揚(yáng)伙伴精神，大家的事由大家商量著辦，做到發(fā)展共同推進(jìn)、安全共同維護(hù)、治理共同參與、成果共同分享

　　中共十九大制定了新時(shí)代中國(guó)特色社會(huì)主義的行動(dòng)綱領(lǐng)和發(fā)展藍(lán)圖，提出要建設(shè)網(wǎng)絡(luò)強(qiáng)國(guó)、數(shù)字中國(guó)、智慧社會(huì)，推動(dòng)互聯(lián)網(wǎng)、大數(shù)據(jù)、人工智能和實(shí)體經(jīng)濟(jì)深度融合，發(fā)展數(shù)字經(jīng)濟(jì)、共享經(jīng)濟(jì)，培育新增長(zhǎng)點(diǎn)、形成新動(dòng)能。中國(guó)數(shù)字經(jīng)濟(jì)發(fā)展將進(jìn)入快車(chē)道。中國(guó)希望通過(guò)自己的努力，推動(dòng)世界各國(guó)共同搭乘互聯(lián)網(wǎng)和數(shù)字經(jīng)濟(jì)發(fā)展的快車(chē)。中國(guó)對(duì)外開(kāi)放的大門(mén)不會(huì)關(guān)閉，只會(huì)越開(kāi)越大。

　　本屆大會(huì)以“發(fā)展數(shù)字經(jīng)濟(jì) 促進(jìn)開(kāi)放共享——攜手共建網(wǎng)絡(luò)空間命運(yùn)共同體”為主題，希望大家集思廣益、增進(jìn)共識(shí)，深化互聯(lián)網(wǎng)和數(shù)字經(jīng)濟(jì)交流合作，讓互聯(lián)網(wǎng)發(fā)展成果更好造福世界各國(guó)人民。

　　President Xi Jinping sent a congratulatory letter, in which Xi Jinping pointed out that at present, a new round of technological and industrial revolution, represented by information technology, is springing up. At the same time, the development of the Internet has brought many new challenges to the sovereignty, security and development interests of all countries in the world. The reform of the global Internet governance system has entered a critical period. Building a community of destiny in cyberspace is increasingly becoming a broad consensus of the international community. We advocate the "four principles" and the "five points", that is, we hope to work together with the international community to respect the sovereignty of the Internet. To carry forward the spirit of partnership, everyone's affairs will be discussed and handled by all, so that development can be promoted together, security is maintained together, governance is jointly participated in, and results are shared.

　　19th CPC National Congress, the Communist Party of China, has formulated a plan of action and a blueprint for the development of socialism with Chinese characteristics in the new era. He has proposed to build a network power, a digital China, a smart society, and to promote the deep integration of the Internet, big data, artificial intelligence and the real economy. Developing the digital economy, sharing the economy, cultivating new growth points and forming new momentum. China's digital economy will enter a fast track. China hopes to make its own efforts. China's opening door to the outside world will not be closed, but will only become bigger and bigger.

　　At the present session , the General Assembly , on the theme " Development of Digital Economy for Open Sharing _ Together with the Community of Cyberspace " , expressed the hope that all people would be able to build consensus , deepen the Internet and digital economic exchange and cooperation , and make the results of the Internet development better for the peoples of the world .
